    Opportunity Summary

    The US President’s Malaria Initiative(PMI)-funded Vector control (VC)Task Order (TO)1 Project supports the PMI, as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing vector  control  programs  and  entomological monitoring with the overall goal of reducing the burden of malaria in Africa by enhancing  PMI’s and  USAID’s ability to implement Vector control  programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of core vector control interventions in countries affected by malaria.
    The Chief of Party provides leadership and management oversight of the project’s entomological surveillance activities in country, in collaboration with the National Malaria Control Program (NMCP). He/she willcoordinate and oversee the project’s key entomological monitoring activities for integrated vector control and will guide key project and country-level vector control decisions based on data analysis and interpretation.
    The Chief of Party will assist its local partners and the National Malaria Control Program, with all in-country activities. Under the supervision of the Abt Headquarters’ VectorLink Technical Program Manager, and support from Project’s finance and operation analysts, the Chief of Party will provide support in all technical and financial reporting aspects, as well as procurement of supplies and equipment. The Chief of Party will also support capacity building activities and provide technical support for malaria vector control and entomological monitoring activities and ensure that activities are properly carried out. Data quality assurance, timely reporting of quality contractual deliverables and capacity building will be part of the main responsibilities of the Chief of Party.
    Key Roles and Responsibilities
    • Prepare annual project entomological monitoring plan and detailed budget.
    • Maintain regular contact with Abt Home Office Staff as well as USAID Mission Staff in-country to address all project-related aspects.
    • Manage in-country team include Finance and Administrative Manager, Entomological Program Coordinator and team at the insectary.
    • Work on procurement needs of local and international entomology supplies and clear the goods at arrival in country. Maintain an inventory list for VL Burundi. 
    • Serve as Abt’s representative in-country for donor and partner meetings as needed.
    • Provide strong project management to ensure that project partners meet all deliverables in a timely manner and to a high techinical standard.
    • Contribute to the updating of and adherence to standard operating procedures for all collection techniques, mosquito sample preservation, susceptibility, intensity and cone bio-efficacy tests in accordance with WHO and CDC protocols.
    • Ensure avilability of susceptible mosquito colony to support quality assurance, susuceptibility tests and net bioassay tests in country.
    • Implement capacity-building efforts to increase and expand the skills of local counterparts and field teams at the districts.
    • Conduct regular field supervision visits to monitor and provide technical assistance to partner work.
    • Ensure that all data from all collection activities are recorded on data entry forms, perform mosquito identifications, and undertake data analysis and prepare monitoring reports.
    • Support the vector control (VC) technical working group at national level to foster regular data sharing and for regular updates of national vector control guidance documents.
    • Participate in vector control operational research actvities, as needed.
    • Prepare semi-annual and annual entomological monitoring reports.
    • Publish results from regular entomological monitorig and operational research activities  in  peer-reviewed journals.
    • Prepare abstracts for presentation in national and international vector control and scientific conferences.
    Preferred Qualifications/Pre-requisites
    • Masters Degree (minimum) or PhD (desirable) in Entomology or other relevant field.
    • Relevant professional work experience with significant amounts of experience directly related to malaria vector control.
    • Demonstrated ability to work with a minimum of direction and supervision.
    • Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.
    • Strong management and planning skills of project tasks and budgets.
    • Demonstrates leadership and team work and produces high quality work in a timely, cost effective manner and has excellent writing skills.
    • Excellent organizational, interpersonal communication and computer skills.
    • Experience with USAID and donor projects is highly desirable.
    • French and English language fluency.

    Minimum Qualifications

    Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
